The Higher Education Capital Outlay Manual (HECOM) has been revised as Revision IV. These revisions incorporate the additional authorities granted the University of Virginia by the Restructured Higher Education Financial and Administrative Operations Act of the 2005 Acts of the General Assembly and the Management Agreement By and Between the Commonwealth of Virginia and the University of Virginia of the 2006 Acts of the General Assembly. These revisions are effective on 1 July, 2006 and apply to all capital projects. Revision IV is composed of changes which include:

1. Adding new University authorities with appropriate changes to reviewing authorities and approval authorities to reflect

• new UVA appropriation authority for non general funded capital projects,

• new UVA post appropriation autonomy for all capital projects,

• new UVA Building Official authority,

• new UVA Procurement Rules replacing the VA Public Procurement Act (although very similar),

2. Eliminating incorporation of provisions by reference and thereby creating a stand alone Manual

3. Updating of various offices’ and officials’ titles

4. Making other minor edits and corrections.

All revisions are marked in the margins and also with page notations as “Revision IV”.
