Facilities Planning and Contruction (FP&C) is a diversified organization with professionals in the project planning, design, and construction of a wide range of facilities. We have professionals in administrative support and contract administration. Our mission is to provide architectural, engineering, landscape architectural, design administration, and construction administration support to the University community. This includes the management of programming, planning, design, and construction of all University facilities. This is accomplished in close coordination and cooperation with the Office of the Architect for the University. Continue reading below for descriptions of our divisions.

Facilities Planning & Construction Divisions

Academic Division

This division is responsible for project and construction execution of capital and non-capital construction projects including design development, construction/renovation, and commissioning of major buildings and facilities within the University’s academic area, the University of Virginia’s College at Wise, Mountain Lake Biological Station, and Blandy Experimental Farm & The State Arboretum of Virginia.

Health System Division

This division is responsible for project and construction execution of capital and non-capital construction projects including design development, construction/renovation, and commissioning of major buildings and facilities within the University Health System area.

Administrative Division

The mission of this division is to provide a variety of administrative, technical, and financial support functions to personnel in the FP&C operational divisions.

Contract Administration Division

The mission of this division is to coordinate the procurement of all Professional Services and Construction for the University of Virginia and the University of Virginia's College at Wise. This division issues all RFP's, IFB's, and all resulting contracts.

University Review Unit

This Office (formerly called ASBO or Office of the Assistant State Building Official) reports directly to the Chief Facilities Officer and the University Building Official. It is responsible for the multidisciplinary review of all projects requiring a building permit for compliance with the Virginia Uniform Statewide Building Code(s), the Higher Education Capital Outlay Manual (HECOM), the University of Virginia Facilities Design Guidelines; and for constructability of design and construction documents. All building permits are reviewed by this office prior to processing to the University Building Official. Responsibilities includes the development and editorship of the Facilities Design Guidelines.
