It is the policy of the Commonwealth of Virginia to promote the well-being of its employees by maintaining high standards of work performance and professional conduct.

The purpose of the policy is to set forth the Standards of Conduct and the disciplinary process that agencies must utilize to address unacceptable behavior, conduct, and related employment problems in the workplace.

The Standards of Conduct also apply outside the workplace when conduct impacts an employee’s ability to do his/her job and/or influences the agency’s overall effectiveness.
